The department takes applications for building permits, administers the County zoning ordinances and makes recommendations to the Commission for granting or denying the permits. Responsibilities include assists with educational programs, building inspections, investigating complaints and zoning violation, modifying county ordinances, prepare annual department budget and public meeting agendas, property rezoning and platting, reviewing concentrated animal feeding operations, site plan reviews, and updating County Commission and Planning and Zoning Commission on current activities, trends, changes in law, and policies.

The Register of Deeds Office is the vital records library for the county.

The office records deeds, mortgages, assignments & addendums to mortgages, satisfactions, easements, UCC's, affidavits, plats, military discharges, powers of attorney, miscellaneous records, etc.

The office files Federal Tax Liens, SD Sales Tax Liens, Reemployment Assistance Compensation Liens, UCC's, Fictitious Business Name Registrations, Mechanic's Liens, Locations Notices, etc.

The office issues Marriage Licenses, Certified copies of Birth, Death and Marriage Certificates, Military Discharges, and certified copies of recorded documents, credit searches on Federal Tax Liens, Sales Tax Liens and Unemployment Tax Liens.

The office maintains files of birth, death, marriage, military discharges, burial records, Federal Tax Liens, Sales Tax Liens, and Reemployment Assistance Compensation Liens.

The Register of Deeds office works closely with the public, as well as other governmental municipalities, planning and zoning offices, land title companies, banks and other financial institutions, land surveyors, real estate businesses;and various state departments and agencies, including, but not limited to, the South Dakota Secretary of State's office, the South Dakota Department of Health, the South Dakota Department of Revenue, and the South Dakota Department of Transportation.

Provides information and assistance to the Grant County Commission, to municipalities, and individuals on matters pertaining to response, recovery, mitigation, preparedness and other Emergency Management issues. Assists in the management of emergency situations. Assists with the disaster declaration process and works with State Emergency Management and FEMA during the response and recovery effort.

County Emergency Managers can make contact with volunteer fire departments in their County.

Purpose is to locate, identify, and appraise all taxable property, in accordance with state laws and administrative procedures, while maintaining current information on the ownership and characteristics of property. Also, this office prepares and certifies the assessment roll and individual property assessments in accordance with state law.

This office is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County.

Represents the interests of the state in prosecution of adult and juvenile crime and providing legal advice and representation to the county officials, department heads, and staff.
