The USDA subsidizes over 15,000 section 515 rural multi-family apartment complexes throughout the 50 states, Puerto Rico, the Virgin Islands and Guam. Properties are classified as Elderly or Family and provide unit sizes from studio to 4 bedroom. The properties are serviced by approved Management Agencies who provide required annual tenant certification processing for their residents.
Rental Assistance - The USDA PROVIDES project-based Rental Assistance for over 250,000 apartment units throughout the nation. Tenants receiving Rental Assistance pay no more than 30% of their adjusted income for rent. Eligibility is determined by income standards set at the state and county level.

Provides adequate, healthy, and affordable housing according to safety living standard and to create a suitable living environment to meet the needs of elderly, families, and individuals of SWO.
Programs include:
- Homebuyers Program - Provides down payment financial assistance to enrolled Sisseton-Wahpeton Tribal members who are seeking to purchase a primary home. Contact office for application and criteria guidelines.
- Housing Authority - Provides decent, safe and sanitary housing for all Tribal members seeking to eradicate substandard housing and eliminate homelessness through provision of supportive services and financial assistance programs.

Provides accessible, income based housing. Income limits apply, but no minimum income is required to qualify. There is no obligation upon applying and no application fee.
Affordable Housing Program at Watertown Housing Authority
Watertown Site
- Applicants must meet income guidelines established by HUD and meet eligibility requirements with regard to a criminal background.
- When leased on the program clients will spend at least 30% of their adjusted monthly income but no more than 40% of their adjusted monthly income towards rent and utilities, with a minimum rent of $50.
- They are required to sign a one-year lease when admitted to the program.
- Applicants must meet income guidelines established by HUD and meet eligibility requirements with regards to a criminal background.
- Previous landlord references are also required with application.
- Tenants are required to pay at least 30% of their monthly adjusted income towards rent and utilities.
